Jeebs (Tony Shalhoub) uses his deneuralyzer machine on K (Tommy Lee Jones) to bring his memory back.
FILM DESCRIPTION:
Otherworldly villains are on the loose again, and it's up to Earth's interstellar police force to bring them to justice in this sequel to the sci-fi comedy blockbuster Men in Black. Agent Jay (Will Smith) has become a high-ranking member of the Men in Black, the secret government task force designed to deal with unruly visitors from other worlds, while his former cohort, Agent Kay (Tommy Lee Jones), had his memory wiped clean and now lives a simple but contented life as a mailman. However, an especially nasty alien threat has reared its not-so-ugly head; Serleena (Lara Flynn Boyle) is a shape-shifting Kylothian alien who is in pursuit of another escaped visitor who holds the key to powers that would allow her to destroy the world. Making Serleena all the more dangerous is the fact she's taken on the appearance of a lingerie model, making her irresistible to most men. When the rampaging Serleena takes control of the MIB offices, Jay is forced to turn to the only man who can help him save the world -- the former Agent Kay. After restoring Kay's memory, the two remaining Men in Black set out to conquer Serleena with a motley band of friendly aliens, including a handful of worm creatures and a talking dog named Frank (voice of Tim Blaney). Jay, meanwhile, has his head turned by Laura (Rosario Dawson), an attractive waitress who was an unwitting witness to an alien attack. jeebs was easily my most favorite character. a goof by any means, an individual unique to his own characteristic, scripted well, and played well by the actor. I remembered jeebs, forgot everyone else except the leads (obviously) no one did their part as well.

May be a long shot but maybe since Jeebs can grow his head back a number of times, maybe there is some sort of limit. Like if Kay keeps shooting him maybe at some point the head can't grow back anymore and he just dies off. Or if he somehow destroys the body/brain maybe he can't regenerate anymore since Kay always seems to hit at his head, but not his body.

G Lum There is no limit, Just like certain lizards have a defensive mechanism where they lose their tail if a predator attack thus able to escape and the regrow it so does Jeebs with his head.

If you take the animated TV series as canon the only limitation his regeneration has is that he needs to be in contact with/breathing oxygen to regenerate.

I've often wondered if an advanced alien came to Earth and say wanted to make a "space portal/worm hole" if it would be ad hocked this way. Maybe not as crude but workable. Perhaps a little more polished. Here we are trying our butts off and the alien would say "You guys have everything to make it happen already!" I wonder how close we are and have all the tools necessary but just don't know it or how to put it all together.

From what I read, the director's reasoning was that they didn't want to become too dependent on secondary characters like Jeebs.....So, they left him, The Worm Guys and Frank out of Men in Black 3. (Plus, the pug they used to physically portray Frank in the first two films died, and they felt it would be disrespectful to replace it...... : ( )

From what I understand, the actress who played her, Linda Florentino, was a bit difficult to work with when they made the first one.........So, when the time came to make the sequel, they didn't bring her back and made a brief reference to Laurel being neuralized and going back to her job at the morgue.......
