I guess that scooter only moves with only one person on it because when Mr. Bean sat down in the back of it , it wasn't moving but only moved when Mr. Bean started steering it and then moved when that guy sat back down.

+Tim Serpell If you see the look on Mr. Bean's face from 0:45-0:49, he had a look on his face that he was going to steal the scooter especially when he was slowly putting his hands up to grab the handlebars. Plus, as soon as he started steering the scooter, he turned and looked at the guy two times like he was saying "I got the scooter, goodbye I'm out of here."
