people saying he was so threatening , but i only remember when he jumped of the ship like a coward when he fought Barbosa. Jones also killed him when he finally had the chance.

Well, I wouldn't call it cowardice. Mercer knew he was outmatched by Barbossa (especially after Mercer was kicked in the gut/groin), so I'd like to see it as him being smart and running to live to fight another day. Even then, I'm pretty sure he would rather drown than die at the hands of a pirate.

Barbossa wasn't his target. When Mercer had a target, he never failed to eliminate them or otherwise manipulate them to do what he (or more specifically Beckett) wanted. Jones caught him in a rare moment of vulnerability as well.

Mercer couldn't waste time fighting Barbossa. His duty was as Beckett's spy and right hand man, not that of a soldier. In addition, in his fight against Barbosa it is seen that the latter had to cheat to match him, and that even so, Mercer was able to separate him from his visit with his dagger.

Some informants are women and you have to watch what you say around some men, some children and some women… Vocal Discretion is Advised.. Mercer is a self disciplined man with balls.. Mercer won’t kill ANY Chinese woman, just the one he felt, that would ruin or threaten his plans..
