Iddat period mein nahin, if the marriage is consumated then the husband is bound to pay for maintenance during the iddat period, and it the marriage was never consumated the husband is not bound to pay for maintenance

Exactly, If marriage will be consumed then divorce will be cancelled therefore it's crucial thing to know about consumed or not regarding to marriage.

The purpose of iddah is to determine any case of pregnancy and to patch up, on consummation during iddah the marriage is revived, and maintenance is paid regardless of consummation.
