You cant, belarus visa free entry is only via Minsk airport from international airport. I dont think you can fly there from moscow/spb

@@YandexWiki yes. But im saying , u must enter brlarus from abroad by plane.. these sre conditions for visa free entry to belarus. Russia - belarus are considered internal borders
