Most people who fire a weapon intentionally miss to avoid killing someone, soldiers have to be trained to ignore this impulse.

It's never just about what land or whatever it might be that is being disputed, they are quelling rebellion of any kind- with whatever force necessary. They can't be seen losing even an ounce of power against the people or else the illusion of total control is weakened.
