i dont think you can.. I live in germany and every year we go to libya for at least two times. But soon we are approaching 9 years in germany giving us the opportunity to obtain the german passport however we were confronted that if we get the german passport we wont be allowed to enter libya.. and thats whats keeping us from getting the german passport even with its large benefits and opportunities

i think you can look for libyan embassy in Germany and apply for it but i think you cant yet because german embassy in tripoli still didnt opened yet so i think you wont be able to by the way things are normel here and its cool and safe
