1st. I do not know where a Cooper tire would cost $300+. Second, It might be your RIM... not that they did not clean it. I have to have my factory rims reconditioned as the finish was coming off - on the inside where the bead of the tire sits. Are those actual chrome or a chrome paint. You would be surprised at how many are now painted and not actual chrome. Main reason is that people do not take care of chrome like they should and the paint actually stands up to abuse where the chrome won't. My wife had a full chrome aftermarket on her Expedition and we ended up going back to the factory. We got the vehicle in AZ and they were fine but as soon as we moved back into a snow area they started to look like crap within a year. The painted ones wont.

No offense, but when you ask random people how to fix a problem, you're going to get random guesses. What you have is called a bead leak. Its a very common problem and its the easiest kind of leak to fix. It has nothing to do with the brand or quality of your tires. Air is escaping where the tire meets the wheel. You don't see this type of leak too much anymore because most wheels are balanced with weights that stick on the inside of the rim as opposed to hammering on the old style clip on weights. To fix a bead leak, you need bead sealer. It comes in a can and looks like liquid rubber. Take it to any place that works on tires, just tell them you have a bead leak and need it sealed. Tire stores use bead sealer every day, so if they are not sure what you're talking about, go somewhere else. This repair is simple enough to do yourself, but you are going to run into 1 problem. When you put air in a tire, it gets pushed outward and makes a very tight seal on the rim. Over 99% of the a tire machine is used to break the seal. It can be done by hand, but its not easy. You can find youtube videos that shows you how to do this if you're in a position where you don't have access to a machine. But that's up to you. Also, if you are able to get that seal broken and do the repair yourself, you don't have to rebalance the wheel as long as you don't remove it from the rim. Applying sealer is all you really need to do, but if you have enough room, get a wire brush and clean the inside lip of the wheel. You shouldn't have to, but its always a good idea to clean it if you can.

stop hitting potholes and curbs with your fancy truck wheels. remove the tire from the wheel and spin the rim on the balancer to see if its bent. could be a bad mounting job with tire also. your whole "without removing tire" is worthless. there is your real answer from someone who knows right. your welcome
