What about wood double hung windows that don't tilt? My upper window will not go all the way up to line up there lock, about 1/4 inch shy of complete closure. I don't see any obstruction and previous owner made spacers to raise lock up.

I tried that but the window will not close all the way. The bottom part of window is open about a 1/2 inch. It will not budge. I think I'm just an idiot 😒
