Nagato didn't know about the eye of the moon plan, he said basically the same thing Sasuke did, that he was going to become the target of hatred after causing so much devastation that they all unite and fear him, therefore ending the cycle of hatred by being the end point.

Actually Nagato knew that his plan could not end the cycle of hatred. He just believed his plan would lead to periods of prolonged ceasing which would be followed by massive desctruction to reconfirm pain.

Did Nagato know about the Eye of the Moon plan? I thought Obito, Zetsu, and Kisame were the only Akatsuki members who knew about it. I vaguely remember him thinking that they were collecting the tailed beasts to make a jutsu powerful enough to blowup a country, and that that act was what was meant to stop all wars. It was a very long time ago since I read the series though so I could be misremembering.
