I felt so bad for Tsunade, she took the blame for sending him even if it wasnt by her choice to send him. After losing her brother, lover, andsensei she now lost her best friend :(

That conversation with Shikamaru and Naruto on the bench about Jiraiya and his acknowledgement of Naruto is the moment that I knew that Shikamaru and Naruto would be life long friends. They were already GREAT friends obviously.
