2/-7 is the same as -2/7. You can transfer the negative sign to the numerator or put it before the entire fraction. Thus, he made no mistake.

The minus sign covers the fraction whether you place it at 2 or 7. When you introduce a bracket to the fraction just after the minus. You'll understand. So the teacher is damn right and correcte
