Grease is supposed to be inside bearing. Not outside. Now he washed rest of grease from inside, by spraying it with cleaner and applied grease only outside. Sure, nosie is gone, but only because it was coming from outside the bearing, caused by all that dirt

Обычно подшипник мажут внутри, а не снаружи.. И вымывается он тоже внутри, а не снаружи..

The outside needs to be greased to shield the bearings from moisture.

I was servising my headset recently, but only grease i had on hand was silicone grease. Is it fine to use it there?

Silicone grease is far too light, mostly it's for plastics and rubbers/seals, It won't last but in an emergency it'll work for a short time.
