I think you were a little harsh on Striking Scorpions, they have some application into hoard teams (especially shooty hoards) Mandiblasters lets scorpions one tap 7w models with a crit, and two tap 12w models with 2 crits. It's only situationally better than having a straight power sword (one tapping 7w models or 6w models without a crit) but against the 7w hoards it's very nice. It also means that if you don't roll any crits you will 2 shot a 10w model, the Banshee mask means they're still very likely to win the combat just because of the combination of power sword and enemy has -1 to hit typically, but rolling 3 hits to kill is slightly more likely than a crit and 2 hits for a banshee. EDIT: Scorpion also kills a marine in 2 crits which with rending isn't too unreliable to get, but Lethal 5+ is one hell of a reliability boost. On the Exarch of course this means that the Biting Blade and Scorpion's Claw one tap 8w models, which the Banshee Exarch simply cannot do. Banshee Exarch is way more reliable for everything except 7w and 8w models though for sure with those sweet sweet mirror swords.

I think you’re underrating the team here, real test will be when it’s out in the wild.

A situation in which you would want to subtract 1 from your initiative is if there are 2 models left, both are in cover, and both are equidistant from the last relevant object that will decide the game. Whoever gets the initiative will have to move forward to try and score, but will open themselves up to being charged/attacked. Sometimes an opponent must reveal themselves, which will allow you to attack

The Scorpion Mandibles can be nice for potentially killing 7 wound models before they can strike back (if you get a crit) and also injuring an opponent befofe they can fight. But yeah, otherwise underwhelming. This team feels like a less interesting, less good Void Dancers. The ploys are a big let down in particular, they're so uninspired and bland, they really don't allot for much strategic nuance.
