Actually it's a good thing that makes things safer for fire fighters as they can cut power without waiting for the power company to come out in the event of a fire

The top of that cleanout has a valve to prevent back pressure if there's ever a backup. It's spring loaded and paint won't let it pop up. How come you couldn't take that screwdriver that was already in your hand and screw in the screws? The drainage plane of the house isn't on the outside of the house. It's behind the brick. Water will penetrate through the brick even if there isn't a gap in the caulking around the exhaust flue. Brick is porous.

The HVAC disconnect isn't even wired up yet, maybe that's why the cover is missing?

I sent it required to use black iron pipe on the gas lines?? Besides the painting issues

I’m an older guy who has owned homes in 4 states. I have never seen a painted clean-out nor painted gas pipes. I believe a builder would laugh at you for requiring that if it is not in the code. Some electricians leave the cover screws off to make it easier for the building inspector to look inside the box, then install them after passing inspection.

Painted threads are the only requirement for galvanized conduit I know of. Once you thread the pipe, there's no hot dip or galvanize left to protect the threads, there for it will rust through. Your right about those screws.
