They do if they take certain medications or have certain medical conditions. If sometimes they blink and sometimes they don’t it will be on/off from Meds If someone has trouble getting words out, trouble following a sequence of commands, can’t blink, but sometimes can, does not swing his arms, occasionally falls, it is certain to be Parkinson’s with on/off meds and Parkinson mental impairment.
