If he had a copy of the album with the purchase of the merch then it would count as an album sale but billboard knew because after they complained they change the rules 4 different times.

All of Nicki's merch was COMBINED with a copy of her album, which is a REAL merch album sale. Travis got by from selling shirts, half of which was NOT combined with a copy of his album, yet Billboard still counted all his shirts as album sales. He legit faked his way to number one.

She knew if she went on QR acting like that, people would talk a lot. Which forced media to talk about her. To be clear, the industry was blackballing her at that time. So she forced mainstream media, and blogs, to post about her. Even if it was a negative narrative with a smearing agenda. It allowed her to stay in the public eye (even if people were talking sht), while she was being blackballed so they could try to put someone else over. The DIFFERENCE is all of Nicki's merch was combined with copies of her album. Over half of Travis' merch was NOT combined with copies of his album. Over half of his sales were literally from standalone shirt sales that Billboard still counted as album sales, which is RIDICULOUS. Plus, halfway through that week, Billboard suddenly changed their merch sale rules, which further implicated Nicki's merch sales while having already helped Travis' merch sales. No joke, Billboard and Travis worked together to help Travis fake and trick his way to number one. Couldn't fairly beat Nicki, they had to pull stunts to do it.
