As a British person, I will say, Yes & No. Don't forget we are literally an Island, any where we go has to be through the navy, but yes this was In fact the national anthem for the Entire British Empire, not just the royal Navy. It was correct at least as we didn't of course Ruled the world but we did in fact rule all Oceans wether the Atlantic, pacific or Indian if you wanted to go across the sea you HAD to go through the British, no exceptions. With the most powerful navy in the world no-one could take it down until our Empires Inevitable downfall. Sorry for the History lesson but hope that answers your question.

If Darjeeling had been in charge of Britain during its rule over Ireland, she would've been benign and caring to the Irish to the point where the Irish /and everyone else under British rule/ would STILL be under British rule as they would've never left the empire.
