A Tel-A-Story Films presentation. This oddity is likely produced by Paul N. Peroff, who also produced Jim and Judy in Teleland (1949). This print is courtesy of Tommy Stathes and the Stathes Collection.

Haw, I recognize one of the production music cues here as being also used in that Howdy Doody Christmas short Castle Films put out in the late 40s! My guess is it's from Jack Shaindlin's library.

Thunderbean Animation wouldn't be brave enough to release the very first three Mickey Mouse cartoons, without getting the attention of Disney's lawyers.

Whoever they got to do the voice work for this really did a good job - especially since it seems there was no real script. Does better than Paddy Pelican at the same game, that's for true.

Is the audio contemporary? It sounds very 1960s or later.
