Mr. Freeze was Captain Cold’s, John Stewart was Hal Jordan’s, Black Lightning was Raiden’s, Vixen was Cheetah’s, Reverse Flash and Jay Garrick was Flash’s, Power Girl was Supergirl’s, Bizarro was Superman’s. People maybe explained it to you but let me do it in details. The reason for why some of the characters has the same super moves is because, those characters like Jay Garrick Flash, Bizarro, Mr. Freeze, Reverse Flash, Vixen, Black Lightning, Grid, Powergirl and John Stewart are like a premiere skins for main characters like Flash, Superman, Captain Cold, Cheetah, Raiden, Supergirl and Green Lantern. And this is why they share the same super moves. But they have different voice actors and they act like separated characters, with different voice lines and dialogues. The same with TMNT. The turtle is basically one but they have different weapons, bandana colors and voice actors doing different character impressions. Also interesting fact about Darkseid. In his super move you can control the laser to aim it in any direction that you want, while it flies through the space and smashes your opponent through different objects. And also, Robin has Nightwing suit but in red colors and tactical looking. It doesn't change anything outside of his look so it doesn't matter as much.

A few things: The Joker's Super is actually a reference to him killing Robin in a comic issue and then blowing up the warehouse he was in. Atrocitus (the guy fighting Captain Cold) actually recites the Red Lantern Oath while he attacks the opponent. Scarecrow's VA is Robert Englund, the man who played Freddy Krueger Darkseid's Super is COMPLETELY UNAVOIDABLE which is lore accurate for the Omega Beam; you will be hit by it no matter what.

To explain why certain characters you see share same moveset. It's the alternatie skins that you put on characters. So Jay Garric and Reverse Flash are skins for the Flash, VIxen is the skin for Cheetah, Black Lightning is a skin for Raiden, Bizarro is a skin for Superman and etc. They have their own lines, edits to supermoves (as seen with Black Lightning where his supermove is used on the actual level and dragon is replaced with the fist), but movesets themselves remain the same. Also, it's not Martian Manhunter, it's Brainiac. Martian Manhunter usually flies, wears a cape nd doesn't use robotic minions. Also yeah, TMNT being revealed as DLC characters was a shock for everyone back in the day. Also, you gotta mention what exact show you watched, because you know, there's like 4 actual shows. The one from the 80s, there's a show from 2003, 3D animated show from 2012 back when Nickelodeon got the right on airing TMNT shows and a 2018 show called Rise of the Ninja Turtles (which has it's own fans, but it makes so much changes to the typical formula, not everyone likes it. It's got 5.8/10 on IMDB). But from just logic, I think you either watched the show from the 80s or 2003. 80s show simply because it's more popular TMNT show in the West, meanwhile 2003 show is mostly known for teens in early 2000s (which was my first exposure to TMNT actually, despite me not being teen at the time).

What's cool about Atrocitus' super is that he's reciting the Red Lantern's oath, similar to Green lanterns' "In Brightest Day. In Blackest Night" speech only more targeted towards rage than willpower.

Some of these characters are skins of other characters hence the same super (or super similar super), those are: Reverse Flash and Jay Garrick: Both skins for Flash Mr.Freeze: skin for Captain Cold Grid (Green fully robot Cyborg): Skin for Cyborg. Bizarro: Skin for Superman Power Girl: Skin for Supergirl Vixen: Skin for Cheetah Black Lightning: Skin for Raiden John Stewart (Green Lantern): Skin for Hal Jordan (Green Lantern) Leonardo, Raphael, Donatello and Michelangelo: They have similar but different movesets, however they all share the same super.

The fun part about Batman's super? It's a huge reference to people who have seen the old Tim Burton Batman movie, there's a scene in it where he flies the Batwing in front of the moon exactly like that. Also DC ain't gonna let some MK gore and destruction happen in the game...unless something changes drastically if they ever do a Injustice 3....they have crossed over before with a game called "Mortal Kombat vs DC Universe" and the Fatalities were pretty lacking and all the hero characters like Superman and Batman didn't have Fatalities...they had "Heroic Brutalities" which...to be fair, some of them would be fatal were it not for them not being able to kill.
