As is standard at most card rooms, the dealer is an employee of the card room but a representative from a licensed third-party business takes on the role of banker, also known as “the house.” The banker collects from the losers and pays the winners. That is why you will see chips and cards going to the number one seat. The chips in the dealer's tray is for exchanging cash, as the banker is not allowed to exchange cash for chips.
