Tatsumaki didn't actually see his full power, just the aftermath. She then got to take him on and did what she'd never been able to do before and go all out just trying to scratch him to the point that she passed out all the while watching him not take any of it seriously. When she woke up and learned that he deliberately stood there to be her punching bag knowing that boring she did would feel like more than a tickle is when she got Rizzed up because that makes him only the second person who has ever actually done something for her because she needed it and no other reason.

In my opinion, Genos downplays Saitama quite a bit in the start of the show. He knows Saitama is strong af, but not the one above all. For example: Tournament arc, after Genos gets one shot by Gouketsu he said that it would require Saitama And the S class to take the monster down/kill it.

I'm truly curious though since they have different parameters for the test of being a hero. If Saitama was actually more intelligent, he could have easily passed everything since he outperformed in the physical exams and action exams, yet with the written he did poorly on. So if he aced it all, he could have been God level, or Z level fighter. But since they wanted to make him look like a joke at first, they lowered his intelligence scaling.

probably not since evn genos who aced all of it wasn't instantly at the top, the test is essentially just a way to measure the participants capabilities it doesn't give them their direct rank they still have to work for it

Definitely don't feel like she seeing him as a parental figure at all, but it's also obvious that her reactions weren't romantic in nature, either. Same reason why boxers and some fighters have coaches. Coaches would be destroyed by the athlete they training but it's not just the power and potential would be enough on some set of things...
