This is what happens when your business is stolen to death. Businesses are in business to make money. Profit margins are thin and can't tolerate rampant theft.

Eventually people will need to order online or in person and either pickup or have delivered after showing proper ID or even just entering a store you'll need to swipe a CC for prepayments and stores will start to look like they are loading or unloading armored cars with guards with guns drawn but then thieves will step up their game until everything looks like a scene from the Untouchables just to get a bunch of carrots home in one piece.
