If you are using a Glaive or Halberd you need 3 levels of warlock for the pact of the blade feature to use it with Charisma.

Hex Warrior should of been rolled into Pact of the Blade

Bonus action to set up Viw of enmity, then next round turn on hexblade's curse, bonus action for Manifest Echo....never get to use the PAM bonus action before the battle is over.

Using point buy, you’d have to start with 15 in charisma and then add 2 to get 17
