Okay to those who is confused why they talk.. They can talk whenever they want actually, just not to God damn tourists/public.. If their families, friends, off duty guards, veterans etc visiting them they can talk but for short amount of time not 30 minutes etc.. They can talk but they choose not to engaged with public because they are nuisance imagine they talk to one tourist how many tourists will ask them stupid question esp rude tiktokers, so they choose not to engaged with public.. They can even smile if they see their families, friends etc who do you think they are robots? they have feelings too esp towards their loved ones.. And another one veterans can feed the horse fruits, mints etc
