With 179 stations, nine lines and over 2.3 billion users each year, the Tokyo Metro is the heart of Tokyo’s public transport system. This film goes behind the scenes to explore the mind-set, skill and technology behind its astonishing reliability and punctuality. The Tokyo Metro is so punctual that people set their watches by the arrival of the trains; if a train is more than a minute late, the driver has to make a personal apology. This film explores the reasons behind the Metro’s reputation for running on time, to reveal a long-established culture focused on avoiding failure through contingency planning for any event - from terrorism to earthquakes - and the introduction of new technology to improve safety and systematic preventative maintenance. They forgot to mention that the stations will issue "late slips" if the train is late. After all, your boss is unlikely to believe you if you tell him that the train was late.

I'm from Italy. Our regional trains are often late, so much that the speaker doesn't even bother apologizing when the train is 10 or less minutes late. We are so used to it that we don't even care, it's the everyday routine. Welcome to Trenitalia.

@@ren7068 I have to respectfully disagree with regards to the initial statement. I love the Japanese train system, but despite what people believe they are very frequently late. The metro isn't as bad as other lines, but I took the metro everyday from September to January and I reckon my morning train was a couple minutes late at least 20% of the time. Now I am taking the main rapid JR lines, and they are even worse.

Yes Indonesia the documentary talked about a man who inscribed a sense of speed into operators minds as they looked around their surroundings. On time performance may at times depend on accurate assessment of ground markers.

The Washington DC Metro is EXACTLY the same as this - except for the on-time performance. Yep, exactly the same, well, except for the maintenance. Other than that - exactly the same. Except for maybe the Customer Service. Same Thing - no difference. Maybe the employee pride is a little off. Yep, just the same. Then again, maybe the disaster readiness is slightly different...........

I agree IC. BART never got the funding they needed to reevaluate regional service and the 9 county area made an art of confusing people and causing difficulties in transiting from different transportation systems to another. As the freeways jammed up on particular hours of the day no one took a look at how a Regan era law was being followed to move people with the jobs.

I've had the sweetest experience with customer service when I was in Tokyo and was about to take my first ride. The service guy came out of his desk and took me through every single detail of using the token machine. No country, NO COUNTRY is even close to the level of dedication Japanese have for their jobs, big or small. Just lovely and heartwarming to see them work!

The whole culture is what makes this possible. There are many well developed subway and commuter rail systems in other parts of the world, but the people who use them are often the cause of delays. An example. I was commuting to Copenhagen last week, when my train got stuck at a station for 10 minutes. The reason? A guy with a bicycle wanted to get on the train, but it was almost at full capacity. So how does he cope with this situation? Simple. He blocked the door with his bicycle, so the train couldn't leave and stood there looking offended. Because if HE couldn't get on, then the train was not allowed to go anywhere. After 10 minutes of yelling back and forward, some of the passengers finally gave up, left the train, and let him in so we could continue, Ah, the beauty of the new western "me" culture....

The other problem, is the fact that no staff member stepped and stopped him, why? That staff member? Doesn't exist anymore, it's all automated, so no staffer would show up and shoo the idiot with the bike away. And that, is a reason why the Japanese public transit works so well, they are willing to employ however many it requires.

Yeah, that and it employs people. In due time, it will probably all be automated though, just like the rest of the world. Can't wait for robots to replace the crap personnel on American subway systems like NYC's. The workers and conductors there don't even deserve to have jobs for being consistently late and delayed EVERYDAY.

Bitrey sadly, that’s right. The public train service in Italy is efficient but sometimes it’s very late, especially on regional trains. I live in Italy, and I have experienced a delay of *200 minutes* last year.

I went to Tokyo back in the January.... I got stuck inside a train and the train stop near the station for 15 minutes..... YES 15 MINUTES.... I was like Japanese train delayed???? It is like a jackpot!!!!!! they are like 99.99% on time and I m so lucky to be on a train that go stuck!!!!

My dad visited Japan last year and he said the shinkansen was disrupted too and he had to change train at a certain station. It was late and he didn't get a seat.

There is a difference between a "metro" and the mainline trains.... the British equivalent would be the london underground victoria line. Mainline trains are often late.

Only the numbered lines on both the Westside and Eastside lines have them up to 2017 until now which have the lettered lines and 7 train having countdown timers. Example is the next Uptown express 4 train to Woodlawn is now approaching the station please stand back from the platform Edge heard this at 14th Street IRT East Side line

There are timetables for each NYC Subway line, and to be fair, the MTA does a pretty good job of keeping up with it. The problem with the NYC Subway ultimately comes down to us, the riders. We treat the trains like shit, dump trash everywhere, piss on the seats, hold the doors open for people, jump on the tracks for a selfie, etc. Japanese people have a lot more respect for society, which is a major component to their on-time performance. Of course, the MTA sucks, and doesn't give a shit about on-time performance, but not all of it is their fault.

traveled to Japan once, falling in love with the country. The cleanliness, the people, the norm, politeness, the culture, the detail on everything, the always on time culture, the silence in pubic transport, the vibrant mega city of Tokyo and Osaka, the old city and beautiful temples and shrines in Kyoto, the peaceful village, the ubiquitous vending machines, the onsen, the beautiful way souvenirs and foods are packed. Not to mention how fresh the sushi and sashimi and how delicious the ramen and kare! Japan is the developed country with advanced technology filled with people who are proud of their identity and culture. Best place to visit ever!

NEVER BE ON TIME 30min ~1hour late? on their standard "it is on time" when i was traveling Italia i had to transfer train to train. and my train was late like 20 min... i won't be make it on time... So, i complained to train crew and his answer was "Don't worry they will be late too";;; cuz I thought he is just giving me excuse not to recompense I did not believe him! So,when i arrived on transit station. I ran like hell to that platform while carrying 48inch big 42Kg heavily baggage(i was running so hard i broke one of handle of it;;) And Train was late 1 hour without any notice;;;

Even in a modern technological empire community cohesion and social order can mean the difference between safety and mass deaths since Japan is well known for dangerous earthquakes and shoreline emergencies which need the community working together to save each other.

When the Philippine MRT trains break down (which is like twice a week) all they say is "Sorry for the inconvenience" and you still pay full price for wherever you've stopped. It was maintained by the Japanese for 15 years with no hitches whatsoever and running at 60km/h. Then the government decided it was having enough of that and changed to inexperienced maintenance providers (one of which was incorporated only two months before it was given the contract without even bidding). Now it can only run at 45km/h with weekly disruptions and at least 3 accidents with injuries for the last 5 years. And now the new trains they bought, which totals around 76M USD, are found to be unusable.

What I'm proud of is these accuracy and convenience of service prevail among all the transportation systems in Japan. Not only Tokyo Metro but other metros, JR lines, private railways and even buses and airlines, all operating based on this principle. It's really beautiful in some sense when you see how mobility of passengers is realised here.

On the rare occasions that the train is more than a minute late in Tokyo it is practically a given that someone has died. Mechanical failures are minimal since they keep to a extremely strict maintenance schedule.

Japanese people value space, efficiency, and community health. The economy is so efficient one mistake will not only have a knock on effect but many people count every day on each others performance and its a culture based on community cohesion.

They have coin lockers in the stations for people tp freely keep their luggage and nothing gets stolen

Wow... I was planning to use public transport in Australia but maybe I should get a bike (car is to expensive, I am an international student- not a rich one though, just debts). I'm Dutch and here anything 3 minutes late is delayed by 5 mins (though they won't wait if it does come earlier), anything 7 minutes late is delayed by 10 mins and repeat. Anything delayed by 30 mins or more generally gets cancelled. Anything expected to be over an hour late gets cancelled. Anything 3 or more mins late, generally, gets announced why and what to do. If the NS (Railway company) keeps doing that then we're like okay, that is unfortunate and we complain afterwards massively online, on social media etc. After that the NS gets a fine bigger than most incomes.

NYC metro has four times as many stations, runs 24/7, and have several lines that are redundant in Manhattan. If /one/ line shuts down for maintenance, you're fine in Manhattan, but you're screwed with some lame-ass shuttle bus to replace it in the outer boroughs. A shuttle bus that has to contend with the atrocious traffic that's ubiquitous. The fact that they manage to run the trains as well as they do, for the cost that they charge is a wonder.

Dino Sarma There are tens of other railway lines including private ones. Some lines transfer right into subway lines. If we privatize the MTA, the system would be better

I use both commuter and regional trains in Stockholm Sweden. And I consider 1 min to be late. But the train companies consider 24 hours to be a slight delay.
