Typically people have difficulty walking on uneven surfaces because their muscles fatigue too quickly. Muscles can become weakened for a variety of different reasons including pain, decreased use, stiffness, loss of mobility, arthritis, etc.
Walking on uneven terrain requires your body to work harder than on flat ground. If your muscles aren't up to the challenge, you may experience more pain and delayed balance reactions.
