This is pure speculation, but what if we look at the whole thing like this: The bearded guy actually didn't have much shits to give, but he had heart. And he had a tendency to teach people by showing them theirselves. He set out to create a mini-utopia out of nowhere, that would actually work. Sort of like a mini-paradise on earth, out of thin air. Of course this sort of thing would stand out in sharp contrast to the actual reality of living in America. Because of humans, all sorts of conflicts are to be expected. Now, why would someone give power to someone that would have tendencies like Sheila? Especially if you know there's a high possibility of fucking things up by power hunger, narcissism and aggression? She would be effective, sure. She would cause controversy, sure. But if she fucks up majorly, the teaching would be complete: How to create a paradise on earth out of nowhere and how to destroy it in an instant. So, what we have now is a social experiment with both the successes and failures. Anyone who would like to build a society, maybe even after a major social collapse, now has a good example ro analyze.
