It's called hajj which happens once a year following the lunar calendar and it can't be changed so the ritual must take place whether it's summer or winter. Second Mecca is a city in a valley surrounded by huge mountains so it traps the heat in the city, also Mecca is on rocky valley which means it's hard to plant trees unless you import artificial soil and try to plant and hope it survives in this extreme heat.

At some point some people made the decision on when to hold this event and some other people can decide to hold it at a different time. (it probably already have been moved slightly due to different methods of keeping track of time) And yes it might be difficult to plant trees there, but it would probably me much easier than building the skyscrapers you see in the background. Probably also much cheaper. But there are other ways you can reduce the temperatur in a city, personally I just like trees and plants. But you can do a lot with choice of materials, shade, painting, building shapes etc. And I am sure they already know this and could make changes if they had the will to do so.
