12:17 that's just a bug w kiriko that they for some reason wont effing fix. he got at least 1 no-reg on her head if not 2. the bug is essentially sometimes, when you shoot at kiriko's head, it won't register. it's a bug that's been in the game since last year.

The tracking and firing from Tracer in the 11:32 clip looks weird to me. Continues tracking "through" walls/items and doesn't miss a shot (although all bodyshots!). Probably just a decent player, but looks weird to me.
