That is Murmurey or Puffed Rice, in Bhel Puri. Also called Mumrey in other regions of India and Murdhi(Moordhi) in Odisha and Muri in Bengal.

Customers ko koi bewkoof nahi bana sakta. Waise HALDIRAM to ek world famous brand hai. Only 20/ Rs me 4 puri Dal ya sabzi khakar aap pet bhar sakte hai. In India you shall find very different taste of same dish from place to place as ingredients are different as per taste of state. About price normally all of these were below 200 rupee per dish of snacks in Haldiram. India is least expensive for good food and road side lot of options are available with good quality and hygiene as well.

Aaho puffed rice hei and they called ‘Phulliyan’ and not ‘Phull-wardiyan’ (they are deep fried and are type of papards). Aap key ‘Chikkard Choley’ different item hei…they are like chholey-kulchey of Indian Punjab (and here by kulcha i mean yeast wala fermented kulcha and not Aloo Kulcha of Amritsar). Bhaturey k chholey bilkul different hotey hei…poori k saath millney waaley chholey thordey similar hotey hei aapkey murg-channey waaley chholon ki tarah but obviously here they are without murg.
