Up until the 1980s, beard stubble was considered to be a sign of a man being extremely poor, an alcoholic street bum, or crazy and anti-social. That's why the cartoon guy at the beach is scorned by everyone else for looking like this. While men started growing facial hair a lot in the 1970s, it wasn't till the "Miami Vice" period in the '80s that being unshaved was actually fashionable.
