But you also have to use cards to build. So you have to think about the return on investment on how many cards you will save.

Why all Europe and USA spots are completely misplaced.?

It’s hard to see from the low resolution but almost all the cities are misplaced. But from the large circle extends a line to show you where the city in reality lies. It was presumably done to make the board functional. Otherwise it’d be impossible to keep cubes, meeples and stations separate. It can be quite difficult as it is.
