Regarding split planes, one thing I've been considering, but I haven't had the chance to look at, would be a "plane fence". Recall that the energy is stored in the fields in the dielectric. Rather than splitting the plane, what if we keep the plane continuous and replace the split with a row of vias? The plane is still continuous, but the metal from the vias might provide some separation between the two sides of the fence, and crossing the fence won't ruin signal integrity.

All I can think of is that you need 4 PhD, including physics, mathematics, materials, and electronics as well as 50 years of experience designing PCBs for medical and military applications to even considering for a minute creating PCBs for space applications.
