I'm not sure if this was right but I heard that payet only played for West ham because Marseille was in financial trouble and wanted to help them with a transfer out and when Marseille was back on its feet, payet wanted back because his job was done. That's how I view it anyway.

Last year against Sevilla in the Champions League he looked terrible as well. So he mght be an alright keeper. But to be the best you have to show in the important games. De Gea is not more than an overhyped goalkeeper that is inconsistent and plays bad in the Champions League. He is definetely not a top3 goalkeeper. He is just overhyped by the british media and the fans.

It's not like they couldn't, but Payet just didn't want to, i even heard Madrid and City once wanted to recruit him. He loves Marseille, even when he moved to West Ham it was because Marseille had a financial problem so he accepted for being transferred to help the club, and when Marseille was back on its feet, Payet wanted to go back because he thought his job was done and also since his family didn't feel comfortable live outside france, it's added for another reason..
