The coppers need to recruit from people who've had other jobs, jobs like sales where you have to be able to approach strangers and establish good relations with a purpose. These kinds of Plod have either not been trained properly about public photography - in which case they aren't fit for purpose, especially public facing. Or they are deliberately ignoring the training, and thus also not fit for purpose, especially public facing. Can't be any other alternatives.
