Part 1: • " HOSTAGE NEGOTIATION ...
This is the second part of a two part film created in 1977 by the Bureau for Municipal Police as a training tool for law enforcement. It shows how to nonviolently negotiate a hostage situation using a series of examples to display proper procedure. This film was distributed by Motorola Teleprograms Inc. and directed by Dennis Anderson, with Frank Harris serving as director of photography
This film was created to help educate police on the proper nonviolent methods and tactics to be used in a hostage situation. It uses procedures devised by the New York City Police Department and is set in Nassau County. This second segment wraps up the events from the first and begins with a detective meeting with other officers at a command post set up near an apartment complex with a hostage situation (:09). On an intelligence mission, one officer gathers information from a mail man who delivers to the suspect’s (Lambert) home (:27). They discover he has been in contact with a local doctor. The negotiator calls Lambert (1:01). The camera stops on an image of a newspaper clipping about a woman killed in a car accident (1:22). Clues slip out as the suspect mentions his daughters name (3:48). The negotiator requests for copies of recent newspapers (5:22). In an attempt to see the negotiator, Lambert opens the window as the police snipers across the street spot him and hold fire (8:15). At the bank robbery turned store hostage situation, the suspects request for sandwiches and a radio to be delivered (9:07). The negotiator negotiates the release of the clerk for these items (9:44). The items are set in a box in front of the store (9:55) as the clerk receives the package and is released (10:17). The police contact Lambert’s old doctor about his mental health (10:37). A first responding officer offers a cigarette for the disposal of the suspect’s weapon (12:32). Black and white photographs are presented of negotiators in actual hostage situations (13:51). A press report is heard about the store hostage situation (15:05). Lori is released by her father (16:09). Photographs follow of actual hostages being released (16:26). The negotiator team interviews the released store clerk and find out the actual number of hostages (17:45). The suspects offer to give themselves up (19:30) as the negotiator dictates how to release them and how to surrender (19:48). Both suspects are placed under arrest (22:00). The father steps from the car to be handcuffed and set into the back seat (22:14). Lambert’s negotiator relies on the children of his daughter to help end the hostage situation (23:12).
