It is unclear if attempting to win a game by outlasting your opponent should be considered griefing, so unless an official decision is made and communicated it should carry no punishment. To create a rule against it is totally reasonable, but until it is done, it is morally wrong to ban people for it.

Honestly unless you are playing for money and making a living on it the whole game is a waste of time. That's kind of the point. If it gets to a point you feel that way in a game that they are just 'wasting' time then just end it. In the end you lose some made up points move on.
