It kinda changed. In the ye olde star trek it was dissassembly, sending the bits to your destination, and rebuilding you from the bits at the destination. Later it was canonically replaced by warping which was supposedly less accident prone. At least that's what i can vaguely remember from a dialogue in one of the movies.

@@mnarath8376 Since the intent behind that law was to prevent another Eugenics War, it's highly likely that the law doesn't apply to non-sapients. Now, making a non-sapient into one intentionally? That's definitely not legal. But it happens enough in Trek by accident that it's probably not enforced unless there's malice in doing so.
