If you do not have any scholarship, then in the blocked account you would need to show about 11300 euros in the first year to come to Germany. There is no guarantee that you will get a 100% stipend. Sending hard copy of your transcripts are not necessary unless they ask for it. This used to be the case in earlier days. Now, if you just send a scanned copy of your educational documents, that is sufficient in 90% of universities. 62k euro per annum is very unlikely, but I would recommend to check it on the official Leipzig university website. Even if you sum up the Gross salary of a top paid PhD student per annum it would still not sum up to 62k Euro. But if you are calculating this over the complete PhD duration, then sure, 62k is possible.
