Generally, yes. If you watched the video during that mark, you’ll physically see the hour hand “jump” from it’s place, causing the misalignment. This has nothing to do with how they’ve been set - it is a byproduct of the movement.

@@SecondHourWatches It is a Swiss movement, but a cheep one. You can get it for 15$. And it has another "hand jumping" flaw: when yo move the GMT hand, the minute hand jumps half a minute or more forward. Good review. Succinct and yet surprisingly comprehensive. I'm not sure about the lume shot though. It stands in contradiction to all the reviews I have seen so far. Prior to the shot, the lume must be "charged" properly, e. g., be exposed to a lamp from a distance of few centimeters.
