Can I make the flamingo cake as a large cake, 10 inch round? Will the moulding chocolate hold on the cake made this large, and will roses made with a large piping nozzle give me the same effect? Are there any other concerns I should be aware of doing a full sized cake?

Would these roses be stable for an outdoors occasion . Temperature might be 75-78 F?

Can i Use 3 layers of 9 inch cakes for this cake and fondant flowers?

You can, Maryam! Just keep in mind that the bigger you make the base cake, the larger the proportions of the flamingo will be- larger head/neck, larger body. You can use the photo of my flamingo cake and blow it up so that the bottom cake is 9" wide, and then print it out, and that will give you an idea of how big you'll need to create your flamingo.
