Why as NE he usually doesnt do any upgrades in hunters hall, still 0/0 at 60 food and 15 min in? dont bears and dryads also profit from same upgrades?

Since the passive cleave is so effective, I wonder if just getting howl of terror is better later in the game since you dont really use rain of fire.
