"Is this the Noise's power fantasy?" Technically, yeah, the entire campaign is revealed to be Noise making a Pizza Tower movie but he's the protagonist instead of Peppino, he even replaces the pizzeria despite being against all pizzas.

The reveal at the end that the Noise's campaign is all just a movie production he made, coupled with the completion percentage being essentially the Metacritic score for the movie, helps to explain certain aspects that don't line up with Peppino's campaign... like, for example, the fact that Peppino isn't even in the campaign (or rather, Fake Peppino is treated as being Peppino), Peppino's Pizza is replaced with "Noise Pizza", any time the Noise gets caught by one of the Toppin Monster animatronics in "Don't Make a Sound", he dies and is replaced by another Noise, heck, the fact that there are multiple Noises in general (could just be stunt doubles), and even the final battle could just be the Noise's own interpretation of how seemingly powerful he thinks he is. Either way, it's a fun way to explain how the Noise seemingly goes through what Peppino did, and it's as good an excuse as any to play the game as The Noise. ...Although, you know how I said Peppino wasn't in this campaign? Well... Next time to you go pick up this game, go back to your completed save file, have the Noise go up the Pizza Tower, run to the end of Pizzaface's Hall, and when you go out the window, instead of bouncing up to the fight with Pizzaface, fall off the left side of the ledge. There should be smoke coming up from that side, signaling that something is down there...
