This is the original "busted on the job" report. Scott followed a tip and caught city pothole patchers doing everything but working. The story sparked an avalanche of tips and stories about other slackers.

Outrageously funny, but hard hitting, these stories in the late 1990's and early 2000's made Scott Lewis a household name in Detroit. They exposed shameful slacking in a city once known for it's hard work ethic and put a stop to a lot of the outrageous behavior by some so-called workers.

It's a sick joke! I used to have a friend that worked for the city and half the time all they ever did was sit at the park and drink beer and smoke weed. The thing is, especially when it comes to government employees, their supervisors know this is what's going on just like they know it doesn't take 15 people to fill a pothole or replace a stop sign but keep them all on the payroll anyway. Even when they sub the work out to privately owned companies, the same standards apply. They hire 3x more than they need and pay them 3x more than they actually earn. That company is getting paid an enormous amount of money basically to do nothing because state and local governments have to find places to spend the money they have so they won't end the year with a budget surplus and lose their grants or have to lower their taxes. So much politics wrapped up in this bullshit and it absolutely amazes me that these are the people and the system that so many Americans want to hand our healthcare over to. *FFS, our government won't even take care of it's veterans and soldiers!* and you want to put *everyone's* healthcare in their hands? Yeah, sure, you do that and then you can complain about your skyrocketing federal income tax so the government can pay legions of nurses who barely passed their exams but got hired anyway because of the color of their skin to sit around and do nothing all day on the government dole.

My dad retired early got bored and went to work for the county. Said they went to work at 8 left the yard after 9 and drove a 10 wheel dump truck 60 miles to patch pot holes, arriving at about 11 am. At noon it was time for a one hour lunch and then back to work. At 2:30 the boss declared it was time to start back to the yard. This is not just a big city problem because it also happens in rural northern Utah!

And Dettiot wonders why their city has gone to pot. The patches are not even properly patching the roads they didn't prep the potholes and even when the filled the holes the didn't compress the patch so in other words it was a useless patch. Houston has the same problem one guys fill one pothole and takes on average 30 mins then they break for 30th minutes. What a joke accountability needs to be enacted.

The proper way to repair a pothole is with a "hotbox" - that is a heated trailer containing hot asphalt. The hole is first swept of sand (ballast, or small crushed bluestone about an 1to 2 inches can be used as filler). The asphalt is shoveled into the hole and left slightly proud of the surrounding surface. It is then rolled or compacted into the hole. Depending on depth, setting time would be anywhere from 15 minutes to half an hour. Hard to do a good job in heavy traffic without closing off a lane. Ideally, afterwards, a sealer truck would then come and seal the edges to prevent water from seeping in and popping the patch. Cold patch is not asphalt. It's a sticky chemical compound mixed with gravel. It only lasts about a day or two on a moderately traveled street. It is intended to be used as an emergency measure if there isn't a hotbox available. Usually at night or on a weekend. Most often used right after a snowstorm when potholes can appear out of nowhere. Using coldpatch in the manner shown in the video is completely futile. The city is wasting it's time and money.

similar situation happens in my state, while sitting at a red light I watched 5 state trucks and 13 state employees remove and replace a speed limit sign. The fact that the boss wouldn't even look at the video is solid proof that he is crooked. I've looked at a lot of these "caught on the job" vids, and the workers that are goofing off most of the day are all black people.

A coworker told me once that when he took a business trip out to Georgia to visit one of our facilities, he said the black workers there were some of the laziest people he encountered. I thought he was over exaggerating, but this program has proved that he was under selling it.

We should be regularly following civil servants around to find out what they really do including their work comp claims, disability, and contracts. We should include police, fire, courts, judges and the whole schmear. I'm sure everyone would be shocked. It's easy hire a private investigation firm and pay them commission for every one they catch. I mean how hard is it to catch guys saying they're disabled but out playing golf, not hard. Oh yeah then "sue" the fraudster for claims and damages, take their pension or part of it, and tell them if they don't agree you'll pursue criminal charges. That's what the IRS does. They tell you they have the proof and you can agree agree to pay the past due taxes in payments or go to jail. What do you want to do?

Gravel roads have to be graded often. And then theres the dust and traction issues. Cars would slide off the roads all the time. The problem is the quality of the material being used these days.
