PRE-ARRIVAL: Firefighters stretching into a kitchen fire, North Catasauqua, PA 09/11/17

Monday afternoon Lehigh County transmitted a box assignment for 495 Green Street North Catasauqua, PA for a house fire.
Police arrived and reported smoke showing from the roof line.
Assistant Chief 202 arrived and reported a working fire in a one-story single-family-dwelling (SFD). First arriving Quint 18 positioned in front of the house and stretched one hand line. Engine 18 and Engine 211 arrived simultaneously and both engines brought a water supply in.
The initial attack line was stretched through a door on the "Bravo" side and into the kitchen. The fire was quickly extinguished and companies started to open up to check for extension and search for occupants. No one was home at the time of the fire.

Actually a great fire to demonstrate the benefits of a "preparing" operational mode. Ventilation to the fire was restricted until (almost) the last second and the fire simply sat in neutral while oxygen deprived by its own smoke. These are the perfect fires to polish the cannonball before pulling the trigger. If you're rusty, leaders need to slow everyone down. Take the time to set up. Buddy check. Cover your bases. Assuming that you've somehow verified the structure is unoccupied- Apparatus had time to stage, lay lines, establish water supply, presumably isolate utilities, ladders thrown and crews had a chance to dust off some skills. Face it, very few fire departments are running consistently enough on fires to be really "good" at them and being a little rough around the edges is expected. A few people standing around uncertain of what to do... the guy who appears to be in command is pulling hoses off apparatus on arrival- He comes from off screen to the right far away from the structure so I'm not sure if he got an early 360 done prior to the video? Anyway- assuming he did one- he saw the fire was oxygen deprived and started working through his tactical plan. Smoke behavior tells the story- If he didn't do one and just rolled the dice hoping for the best- well... next time a little less task level entertainment and a little more tactical planning and accountability plox. Tell the truck where to stage on the radio (Declare side A and tell it to stage there and for what task- let the company officer coordinate how that happens- you don't need to stand there like a flag person and usher him to the curb.) Ref. the line pulled to the front, then over to the left side / B- one thing to consider is pulling the second line to the second entry point that way you don't need to drag A hose from one side to the other as the situation changes. In this case it's a small house with no fence so it wasn't a huge deal- next time it could be a larger house and moving charged lines can be exhausting. Some dude running around with a charred black helmet on who has a serious dislike of straps and / or belts I'm assuming is "the experienced one" since he's been in a hundred fires so far this shift... Not sure about him and what he's trying to prove but I'm not sure he's quite hitting the mark. As others did I noticed they breached the door prematurely but the guy on the halligan realizes this and does end up closing the door back up. It was a mistake and it was corrected pretty quickly so kudos to the guy for maintaining situational awareness while others are losing theirs- even if you lost it for a second... Guy goes in with his air off- again, no real excuse for this since there is no hurry. Buddy checks are like bike helmets- people feel like they're too cool or too in control to need one... A great training video for the department to review what happened. Everyone went home and the building was saved but I'm sure they'll find opportunities to raise the bar with just a few minor changes.

So Momma told me..... but then again, Momma not here anymore ! WTF is this shit I just watched ? It's got the great start when 2 rigs pull up, one turns right onto the curb side and stops with nobody getting off prepared, the girl making her helmet and hair pretty but doesn't have gloves, SCBA, mask, or anything on for that matter, she walks around with not ONE CLUE on what to do, the other rig passes on the left at MACH 3 speed and does nothing. A siren is heard blaring, but the rig is stopped, and a firefighter gets off the rig, can't get his bucket on, so he gets back on to the rig.

What are you talking about? They ALL had their packs on. From the look of it, the department most likely has a NO face piece rule for the rigs. Lots of departments have that rule.

First due truck didn’t have any packs on the command officer pulled the line the girl or probie whatever jumped off and asked what to do. Guy on engine is wearing shoes instead of boots lol and it’s a mess at the door no door control one guy every went in without his reg on like what’s going on here

Jesus H. Christ... What a cluster! Not a single one of those firefighters we're prepared upon arrival. Then it took FOREVER for them to get their act together and actually start working. Ugh... I don't know where this is, but I'm just glad I don't live there.

MoCamMan when me and my company get toned out for a fire, we have a rule that our chief setup “ Chief 6 of Hundred VFD, who is now with the lord,” and it states that when you get your bunker gear on and step foot into an engine with air packs you immediately put that air pack on and get everything tightened down and hooked up and be ready to put that mask on and turn on your air and grab a tool or part of a line and get your ass in position to pull that handle on the nozzle and spray the hell out of the flames. And it states that if your not ready upon arriving on scene, then the next call that we get fined for, the ones who weren’t prepared upon arriving on the last call will have the duty of pulling hose off the truck and cleaning it up after we get back to station and doing any other required cleaning and restocking to our engines that is needed and if you don’t do it to the chiefs satisfaction ( which is now our president who is acting chief since our chief passed,) then you have the enjoyment of going around and washing all engines and equipment and sweeping them out and making sure everything is in place and where it needs to be and then taking the engines and filling up with water and making sure everything is good for the next time out. That’s our policy and we still have it to this day and we will continue to have it. We are gonna keep it forever in honor of our chief who passed Bc he made the rule when he started in our fire department at the age of 16.

Adrik Burkholder not hard. That’s why we train. That pack should be second nature. Because if it’s hard to put on setting down, imagine trying to redon it after going low profile and you can’t stand up and put it on because heat is sending you to the floor. TRAIN!

As an FYI: I used to live in this area. These guys and girls are mostly volunteers, that offer their time for very underfunded Fire/EMS departments. They have fundraisers to purchase necessities. Personally responsible for much of their training expenses. Thank you all for doing what you do!

The firemen act like they've never had any training... Upon arrival, every firefighter should know their job, and by doing it, eliminate all the standing around, doing nothing... Based on the different turnout gear, they must be from two different agencies.. I also noticed the accessible entrance on one side so that should have prompted the first-in crew (EMS rig) to breach the house and do a search for any disabled or elderly person that was trapped... The taxpayers are being cheated by this group of bumpkins...

I can understand that if Rosenbauer is asked to build a big useless truck for an American fire brigade they build it.I much more like the Rosenbauer trucks they build for European fire brigades. Compact and with more equipment in it than you can ever imagine ;-)

This is why my department turns on SCBA and puts their masks on inside the truck before they ever step off if they’re on the first-due engine. We just get out, pull lines, and go in. No bullshit, no waiting, just an immediate attack on the fire. We can usually get a line going in in under a minute from arrival.

It only should take about 10 seconds to put your mask and hood on. No Big City Departments get off the rig with their masks on.

Yes, you are quite correct... they should start burning up their limited air before they even arrive. And putting your mask on early certainly reduces ones visibility to properly assess and work safely 🙄

When I first watch this, I thought the crews were out drilling as one does, in a relax manner, no rush , no hurry. I was very shocked that this was a real incident. What can I say, it was sloppy from start to finish. In the UK this would not be accepted.

The"truck" didn't stretch the line. Many departments utilize a Quint as their first out piece. It allows for multiple tasks to be accomplished from one vehicle. This works well provided enough manpower is available. You now have the engine and the truck in front of the building with the ability to act as either separately or once there is enough manpower simultaneously. It is also a cost effective means of getting both an engine and truck for smaller departments or communities that can't afford to purchase both. The pros and cons of the Quint concept has been debated for years. When it can be utilized to its fullest potential it is a very good choice of apparatus for structure fire responses.

In and around my area we have multiple FD's that operate quints. Some have more than one. The majority of these departments respond them first out for most calls with a few exceptions. So I can only truly speak from experience in my area and only speculate for the one in the video. That said, in this video the quint, second and third arriving engines arrive nearly simultaneously. A very common SOG is the second arriving engine picks up the water supply duties. Like I said I can only speculate as to what this department practices, but that's a possible reason for one engine not doing interior engine work. It could simply come down to who made the front of the building first. If the engine made the turn first, maybe the quint would have been parked back a little bit. It's also possible that the IC determined the third engine was only necessary for manpower and equipment and just staged the engine. This very common for my area. In my department we have multiple quints coming from multiple stations thus resulting in them all potentially arriving very close together or 5 or maybe even 8 minutes apart. For us at times an engine arrives ahead of a quint, therefore being near the front of the building with a quint on the hydrant. The next quint in picks up the truck work.

Nice close up footage. I'd like to add my 2 cents. I know that the first due has to be getting the info that it's a working fire. What I don't understand is how come these guys are not coming off the truck already packed up. When I was still in the department, if you sat in the pack seat, and you know it's work, you better be packed up and ready or next time you DID NOT sit there.

I can understand the delineation of interior and exterior firefighters. There are members of departments everywhere that simply aren't interior firefighters. Whether it's physical impairment, health reasons, being senior members of the company or simply not wanting to be an interior guy. However, if a member is NOT an interior firefighter they have no business on the first out apparatus with the exception of the operator. There is absolutely no reason for a young, interior firefighter riding in a SCBA seat, especially the officer seat, to exit the apparatus unprepared.

To be fair, there are a pretty sound arguments to be made for packing up so the scene. When your are getting packed up in the cab, you are not safely restrained. One of the top killers of firefighters are vehicle accidents. It also helps because it forces guys to slow down a little and assess the scene.

I have to respectfully disagree to an extent. To say someone is not properly restrained is only the fault of the firefighter in the seat. Modern fire apparatus, even apparatus from the 80's and 90's have had SCBA seats with accessible seat belts. Seat belt use has been a topic for a long time now, long enough for departments to adopt or implement their own seat belt policies. When the apparatus is planned and set up properly it is very easy to sit down, pack up FIRST, and then fasten your seat belt. At the most you will likely need a quick adjustment of the SCBA straps once you exit the rig. The accidents that have resulted in a LODD more often than not involve a single firefighter operating the apparatus alone. With that in mind, it's not members riding in an SCBA seat being inadequately restrained while packing up, it's the single operator not wearing a seat belt at all. Take a minute if you get a chance and read the reports and statistics, you'll see many involve the vehicle leaving the roadway. Many also involve a specific type of apparatus (which I'll leave out) or the firefighter using their personal vehicle. The bottom line is that members that consider themselves interior firefighters should be exiting the apparatus with their SCBA on and ready to work.

Where to start.Absolutely horrible. The "Chief" in the beginning, if you need to tell the chauffeur where to park the quint, he should not be driving it. Do you really need to tell the quint officer to start off of their tank? Quints in general, confused fire trucks. Why not have the ENGINE do the attack and the quint do the truck operations? The officer of the quint should have been dressed and ready on arrival with SCBA on. If the crews were light, the Chief on scene should have also been on the rig or dressed and ready to assist. Why would the engine not just reverse lay? No sense of urgency, and what is up with the guy in full turnouts with sneakers?

There's plenty to criticize in this video, but if I were a volunteer chief who got to the scene early and did a 360 already, I wouldn't hesitate to tell the first-due rig where to park. This is a volunteer operation, if they were professionals doing it day-in, day-out I wouldn't micromanage them like that, but in a volunteer environment you've got to do it. This video shows exactly why.

As a first responder myself, great knock on the fire. Apart from that there was a few things I saw wrong in this video. 1. Always come off the truck ready to go. You should've had your pack on ready to go. 2. Always make sure your straps are strapped. They are there for a reason. I don't care if you've been in the service for 10+ years or 9 months. ALWAYS come off the truck ready to work. 3. Why are you in your tennis shoes wearing bunker gear? Not hating, just don't want someone teaching the rookies coming into the service this job if they can't do it right either.

Great Pre-Arrival Video Newsworking, keep it up. 1:51 I hate to say it but this incident was a bit of a cluster fuck, are they always like this, IDK?? *NO, I am not a troll & I always support fellow brothers but there were a few things that were seriously screwed up, for no need or reason. 1:51 Officer from the quint/truck was bottling up for an interior attack, he takes his PAT tags off & throws them on the grass, while incident command(at that time) watched him do it & said nothing or didn't pick them up. They were still on the ground @ 7:24 of this video, then I wasn't able to see them any longer because of camera angles, yet people walked past them & never touched them during this incident. There NO excuse for that, especially from an Officer & IC. There were a number of other things, but I'm not trying to bash everything. Hopefully, this was just a bad day(because we all have them) & things normally go better than this.

Volunteer dept which many of us came from other jobs in the heat already the fire station was blocks away ..... no time to packup.and gear up in 4 blocks just not happening fire was knocked down and noone was hurt. We had 4 interior firefighters on the trucks which went to work little to no information was given such as in coming orders or additional information the asst. Chief from a mutual aid co took command by the time a order was given to grab the hydrant we where 1 block away coming in that direction no time or anything to redirect apparatus beyond the first 2 trucks to arrive

I forget the exact percentage but I think the screen blocks about 50% of airflow (i.e the amount of smoke) so its always better to take it out!

I like the FF that comes back out of the house to turn his air pack on!! I think they should have broken a few more windows and poked walls to allow more air to fuel the fire. Doesn't seem like you have to bee trained to work on this department?

Was wondering when the guy who forced the door didn't think about door control. Yeah we have a active fire here and lets just add more air to the fire prior to us going in. doesn't matter if its into the house or Garage in this case. Didn't see too many guys going in with a tool or even a tic which is not good. other then that seems like they did a good stop and building is still standing.

well FFjsb if you saw from the beginning smoke was coming out the eaves and after he took the door what did you see. Smoke coming out the door. and it wasn't just a little bit of smoke. You could see it was from about the top of the door area to about the middle of it. Even if the home owner kept the door leading from the garage closed how did the smoke end up in the garage? from looking at the overhaul they did the fire must have been on that door side leading into the interior. Now for all we know Fire could have found its way into the garage area and now with him opening the door and allowing air in there he now just increased the fire size a bit.

2 minuets and 30 seconds to make entry just sad and to the girl who I believed asked the officer of the first arriving truck what do I need to do and then doesn’t even get the ladders like she was asked (KNOW YOUR JOB) and the chief officer pulling lines at least where I come from that dosent happen where I’m from it would have been a bad day with the chief at the station afterward

The female FF at 1:12 looks like she was napping before getting out of the truck, she wonders around without doing anything to help or get herself ready, then after watching many mistakes by others, I see her peaking around from the back of the truck at 2:02 to see if the video guy was still there, so then she scoots back behind the truck again, still without any gear on yet! She was either very confused or was a bit undertrained!

Most of them got off the first couple of trucks with half their gear on, no air packs, etc. I've seen footage from other places where the guys get off on arrival and they're all geared up with their masks on. All they have to do is attach the respirator to the mask and they're ready to go in a flash.
