With that said, it SHOULD be a crime to talk to a 13 yr old, the only problem is in this situation it wasn't ACTUALLY a 13 yr old. I'm not saying it should be legal because obviously the guy THOUGHT it was, but I'm just pointing out the difficulty with how laws work.
