There was a lot of pent up frustration overseas. Maybe some of that was a consequence of prior American policies, but they weren't Obama's policies. You don't know what's happening in other countries, you don't know what potential sources of, not just conflict, but potential sources of global catastrophe--i.e., climate change, epidemics and pandemics. 2020 is what happens when the world is lacking that authority to check its own chaos. Of course, conflict and killings are terrible but, so long as the world is chaotic, reality will always be fundamentally brutal and harsh---but that's where responsibility comes in.
