The Enclave are remanence of the US government and the US government exists so.... I think it already does to an extent. Also the vertibird real word equivalent is the Bell Boeing V-22 Osprey. Lastly Bill Clinton was going to voice Eden originally and he is still alive so I think you already got an Enclave. The rest of the Enclave was pretty fucking dickish in the *Game*, I will not stress it enough that it is a game, I will not lie what they did was inexcusable, the men before Autumn were, as you say fascist. The richardson's administration was genocidal, isolationist and genuine asshats but yeah autumns enclave is the way to go while I dislike people mischaracterizing the enclave as "fascist" as they aren't they hold elections to bring a leader into power as far as we know they still follow the constitution to some extent and genuinly don't need an enemy to survive they have some aspects of fascism they casually break humans rights laws, which nobody in the wasteland seems to follow, and experiment on live human subjects and more or less made an enemy out of everyone solely by being the best around with superior equipment, technology and resources as well as soldiers and even as the enclave remnants they manage to make even a full fledged brotherhood chapter shit themselves, yes Col. autumns and Edens enclave force were remnants, and then there's the possibly more on them hiding out in the ruins of chicago and the actual beliefs they hold are pure in its belief restore america to what it was before and autumns' enclave were the ones that could have done that while the genocide proposed by richardson was unnecessary it was slightly understandable given that so much exposure to radiation would fuck up the human genome to an extreme degree outright killing them all is unnecessary and the enclave has a rudimentary grasp on genetic engineering given they made intelligent sentient deathclaws which they killed off and I kind of understand why tbh but they with time could map the genome of humans and effectively restore the purified version of humanity without their genetics fucked up by nuclear radiation

And you've basically illustrated one of the underlying themes of the series in that no "Faction" or leader has all the answers. Autumn was a bad guy but his actions were fair. There should never be a "correct answer" in Fallout.
