There do not seem to be enough recruits from minority population groups. This means that these recruits are not representative of the population of the country. There thus has to be racist hiring tendencies. Perhaps they need quotas until they transform?

A video was sent out encouraging minority groups (Indian, whites, coloureds) to apply in June this year. The problem isn't that they aren't hiring, it's that minority groups don't apply. End of story.
